BMA have spent decades working in the municipal sector; first as senior managers in the area of Finance and Corporate Administration and also as consultants since 2000. BMA has worked with well over 120 municipalities over the past 22 years across Canada in the areas of financial analysis, financial policy development, financial performance management, growth forecasting, capital financing plans, operational and organizational effectiveness and long term financial planning.
We are recognized experts in this area and have presented at numerous workshops (Municipal Finance Officers’ Association, Association of Municipal Clerks and Treasurers of Ontario, Association of Municipalities of Ontario, Government Financie Officers Associations) on Financial Condition Assessments, Long Term Financial Planning, Fiscal Capacity, Financial Sustainability, Financial Performance Measurement and User Fees. BMA has developed an Annual Municipal Study with 120+ Ontario municipalities participating. The Study includes trend analysis on key financial, economic and affordability indicators.

Jim Bruzzese is one of two partners of BMA which provides leading edge, innovative and customized solutions in partnership with our municipal clients. Jim has over 35+ years of extensive, progressive experience in financial management, business process and organizational reviews, strategic financial planning, the development of public policy, program effectiveness and public consultation. Prior to forming BMA, Jim held many senior level positions in the Region of Hamilton-Wentworth/City of Hamilton, including City Manager, Commissioner of Finance, General Manager of Corporate Services.
Jim is the project leader for an annual municipal comparative study, working with municipalities across Ontario, (the study represents 120+ municipalities, representing approximately 85% of the Ontario population) for the past 20 years. Jim has been project leader on numerous financial condition assessments and long range financial planning studies.
Jim is an experienced presenter and has worked with Councils, staff and stakeholders across Canada. He has been retained to work with various municipal organizations including MFOA, AMO, GFOA–BC, AMCTO and the Ontario Municipal Benchmarking Initiative. These assignments included projects involving long range financial planning, financial condition assessments, user fees, development charges and the development of financial policy manuals and workshops.
Jim is a Chartered Professional Accountant, a Certified General Accountant, has received a diploma in public administration from the University of Western Ontario and an advanced government finance diploma from the University of Berkley (California).
Prior to forming BMA, Catherine was the Director of Management Studies, an internal consulting division for the Region of Hamilton-Wentworth, advising senior staff on change management, alternative service delivery, best practices, financial management, municipal policy and business re-engineering initiatives. This included operational and financial reviews of every municipal service. She also formerly worked in Municipal Finance and was responsible for tax policies, user fee studies, growth studies, reserves/debt policies and budgeting.
Over the past 25+ years, she spearheaded numerous projects involving financial modelling, preparation of long range financial plans, development of strategic and business plans, operational reviews and user fee studies in the municipal sector.
Catherine plays a lead role on all financial projects undertaken by BMA including, financial condition assessments, cost/benefit analysis, financial policies, user fee calculations, water/sewer rate studies, development charge studies, reserves and debt management policies, budgeting and long range financial planning.
Catherine has developed complex financial models on behalf of BMA’s municipal clients. These models are user friendly and she also provides user training to municipal staff to update the model. She has undertaken numerous projects involving “what-if” sensitivity analysis and financial impact analysis to support municipal policy decision making.

Catherine has a Bachelor of Commerce (Honours) and an M.B.A. from McMaster University.
